Emergency Management Presentation – June 7, 2025
On June 7, 2025, the community organizations were provided with a two-hour training session on the La Union Emergency Readiness Plan by Joy Chavez and Amanda Bowen from the Dona Ana County, Office of Emergency Management. The organizations that attended were: La Union Helping Hands, Townsite of La Union, La Union Mutual Domestic, and La Union Watershed District.
Various flood management strategies were proposed and recommended for inclusion in the Emergency Readiness Plan for La Union.
1. Installing cameras on streets that are frequently flooded to oversee the flooding.
2. Invite firefighters to provide their insights on how to manage emergencies based on their practical experience.
3. Identify and document the flood areas immediately rather than later.
4. Educate residents on the proper placement and use of dirt at their homes to protect them from flooding.
5. Find out if Dona Ana County could provide financial assistance for placing dirt in people's homes to protect them from flooding.
6. Keep masks available for residents.
7. Prepare a “go bag” in case residents are required to evacuate at a moment's notice.
Provide an emergency supply list of items needed for an evacuation.
8. Check the Flood Commission Website, https://www.donaana.gov/departments/community_services/flood_commission/index.php , https://weather.donaanacounty.org/. The site tells us the levels of the dam as it is raining.
Several topics were discussed in relation to catastrophic events in La Union.
1. Monsoon flooding, 2. Fires, earthquakes, and droughts, 3. Hail and wind
They discussed the importance of having an emergency plan in place to prepare the town in case of an emergency.
The plan would include contact people, responders, and volunteers. They intend to appoint a person to give the community LIVE information on Facebook and Instagram.
Response protocols were discussed and will be developed for before, during, and after an event.

On Saturday, June 8, 2024, Stephen Lopez, provided the town organizations with a two-hour training session on ICS 700 Introduction to National Incident Management. The training proved to be both interesting and informative. Representatives from the following organizations were present: La Union Townsite, La Union Helping Hands, La Union Mutual Domestic Sewer & Water Association, La Union Watershed District, and Our Lady of Refuge. The organizations intend to use the acquired information to formulate a strategy to help the La Union residents be better prepared in the event of another flooding catastrophe.
Stephen Lopez served the county as Interim County Manager and Emergency Manager for the joint County/City of Las Cruces Office of Emergency Management. Mr. Lopez has vast experience in law enforcement, emergency management and academics.
We were very pleased to attend the class, as Mr. Lopez is not only personable, but also extremely knowledgeable in Emergency Management and willing to help La Union and its residents. Thank you, Mr. Lopez.
La Union Helping Hands attended the REALIZE Board Training which was held in partnership with Community Foundation of Southern New Mexico, the United Way of El Paso County and Paso del Norte Health Foundation on September 22, 23, and October 14, 2023. It involved training for nonprofit new team members and also active boards that needed a refresher.
The training was an eight-part series for current board members, potential board members and nonprofit professionals. The training consisted of:
Roles and Responsibilities, Essential Functions, Building a Board Cycle and Structure, Effective Board Meetings, Fundraising, Fiscal Oversight and Accountability, Fiscal Responsibility, Nonprofit Fiscal Policies and Procedures.

In 2018 Building Movement Projects and Strong Families New Mexico were working together in successful collaboration to aid communities in southern New Mexico. In particular, they helped La Union Helping Hands to positively enhance their nonprofit organization's key goals and identify their economic strengths and weaknesses. This three-day project took, instead, three months to complete.
Upon completion of the seminar, La Union Helping Hands was issued a Certificate of Achievement for Successful completion of the Southern New Mexico Common Good Action Project.
